I've looked all over the wiki and can't seem to find how i unlocked it? Anyone know?

It was during the lunar event for 2014. Our region chose Diana as our lord and savior....I mean, as our champion. : )

Also you could've unlocked the other icons buy simply buying them for 1 IP at that time. But Diana with the little tag was given to regions that selected her path.
