MSI Skin gift Question

So after reading the announcement about more tickets being made available there was a little surprise in the announcement that got me smiling.

"Ticket holders will be able to sign-up to be gifted a Fnatic, SKT, or TPA championship skin for each day that they attend of the tournament. For example, if you attend all four days of 2015 MSI, you’ll have the opportunity to unlock your choice of four esports championship skins from the Fnatic, SKT, and TPA lineup. If you attend only one day, you’ll only have the opportunity to select one skin."

Now the question is do we need to own the champions to be entitled to get the skin or will the champion also be gifted if we do not own it like has happened with a few other "free skins" or has this not yet been decided.

Currently i own 103 champions and only am missing 5 out of the 15 champions that i can receive a skin from, and own 4 out of the 10 other skins. There are really only a couple of the skins that i would choose but would like to know if i also need to buy the champions first to get them.
