Why haven't certain champions ever gone on RP sale?

The title is my question. For example, Taliyah , Jhin , Ivern , Kled , Camille , Illaoi , AurelionSol and Kindred have never ever gone on sale ever. Is it something to do with "new" champions not being allowed to go on sale for a certain amount of time? I asked Riot Support about it and they told me to post about it on here.

Thanks for your time, J

Is it a coincidence that they're all relatively new champions? Jhin is pretty popular
