Buying unranked lvl 30 accounts (RIOT)

So I've been playing league for about 4 years now and remembers leveling my account from 1 to 30, it sucked. By the time you get to lvl 30 your still not even close to being able to buy the runes you need or champions. Riot forces you to make a choice, do you want runes or champions. it could lead to months before you can play ranked(speaking in terms this is your second account and you've already got a strong grasp on the game)

Now there are sites that sell League lvl 30 unranked account with 30K IP for $10-$20, which is such a good price. why spend the time leveling an account when i can just buy one for $10? Sadly Riot has this huge problem with this, since there not making any money and "3rd Party Programs" might be at fault.

So now this leads me to my point, and i would love to here a rioters reason behind it. Why doesn't Riot offer a plan to buy an unranked lvl 30 account from them. We all know they have the power to boost account, since LCS players have admitted to having riot boost there account from 1-30 with all champions and runes unlocked so they can practice.

Doing this would be such an easy fix. Riot makes all the money and there player base is happy. Just offer $20 for a unranked lvl 30 account with like 25K ip. Thank you.
