I'm kinda sad that they even went and retconned demacia and noxus' military traditions when they removed the IOW...
Demacia is a kingdom where everyone is expected to serve so they used conscription to bolster their ranks quite often, whereas Noxus is an individualistic meritocracy that has a spartan like military culture... sad times
