The thing is popula champions will more than likely get more and more skins. Case in point: Annie, Blitz, Ryze, Nidalee, Tristana, Lee Sin, etc are of one of the champs who have way too much skins. Then you have champs like Yorick, Urgot, Taric, Udyr, who has such a low skin count, and it's mainly because of how less popular they are. Why make a skin for a champion people barely use? When you can make more skins for champion who are basically played in every match!
