Name change sale?
Are name change sales even a thing? if so when can there be one?

They just announced that they are going to do one. You can already purchase a name change under the "Account" section of the in-game shop. But yeah, announcement was 2 days ago here: http://na.leagueoflegends.com/en/news/store/store-update/summoner-name-change-sale
Sale will be from September 25th to October 2nd
