is there any rule that says in draft that choosing lanes are based on pick order?

Okay, this has been talked about many times.
Riot supports the idea of a team working together and communicating to see who would be best in which role. That's what Riot wants. However, this is obviously not going to happen in every game, so Riot has decided that if roles can not be decided by a team communicating nicely and trying to work together, then choosing roles is based on pick order.
It's a generally excepted rule, since pick order decides who gets to pick first, and there isn't a damn thing you can do if somebody picks a role before you if you actually want to win the game.
