So what happened to the realease of project skins?
Most of us have been waiting and are tired of waiting for skins that were supposed to come out yesterday but now It's Friday and skins still not out . Anyone else upset?

It will happen sometime during this patch. That's all Riot has said.
They never release skins when the patch first comes out. If you don't read the patch notes, it clearly says,
The following skins will be released during patch 6.15:
