There is no set time/numbers of game to be eligible for crafting again. Just keep playing normally (minus negative behaviour) and the restriction will be lifted sooner or later.

It wouldn't be a real punishment if people knew when it would end.

I got a 10 game chat ban somewhat recently. Only took me about 3 days to be eligible for hextech stuff again after the ban ended.
