Why do some champions have numbers exceeding 125 when you use their icons on the boards?

Thresh is champion 412 Velkoz is champion 161 Does this have something to do with when they were first designed or is there another reason for champion icon numbers exceeding the number of champions that exist?

Champion ID numbers can be a lot higher than the total number of champions released because a lot of IDs have been used for experimental prototypes that never got fully developed.

At times we'll also go and clear out those old ideas, which can free up lower numbers to be used again if desired. I'd imagine that's why Vel'koz has a much lower champ ID than Thresh for example, despite coming out later.
