I can see how that will work already:
(buys skin) Goes into game and the power goes out causing them to disconnect then they lose said skin.
Starts long thread about Riot being crooks for relocking the skin they bought and how it's not fair because they paid real money for said skin.
The closest thing to that happening would be someone getting permabanned so I don't think they would do a "death by a thousand cuts" sort of thing.
