What the hell does "Ineligible Duo partner" mean when I right click somebody?

http://i.imgur.com/fkP4EWb.png I Mean I tottally know what it means, but why the hell is it there now? Can we no longer invite people to join our games two divisions ahead of us?

for ranked play you must be within a division of eachother. (an example would be Gold V can play with up to PlatV, and as low as Silver V.)

that's exactly what it means, yes. you also can't invite people 2 divisions below. either that, or they've been suspended from ranked.
