Matchmaking: Why does it always have 1 guy on afk?

I've been playing this game quite a bit, and it seems that every time a match has been found, someone on the list is on AFK. And it's always one guy. Not two, but one. I'd like to know if the one-guy-afking-match is fake, built into the system just to keep players agitated and on the edge of their chairs, or if I am incredibly unlucky to always have one afk in my matchmaking.
