Why dont you have 2 different patches pro and majorit?

In the post [ http://nexus.leagueoflegends.com/2016/11/ask-riot-buffing-kalista/ ] you sed [Kalista's a classic case of balancing for top-level pro play conflicting with balancing for the majority of our player base] so i ask why don't you have 2 different patches. One for the pro scene and one for the majority i know it would be a bit harder but it would solve all of this bs were champions like ect ect just get left in the dust because they are op in pro play if they are good then they are great in the pro scene but if they are bad in the pro scene they are god awful for the rest of players.

SO I ASK WHY DONT YOU HAVE 2 DIFFERENT PATCHES?. I would love it if a rioter could respond and tell us if this would ever be a thing.

I am not saying any of the examples are good or bad op or not at this time I'm just using them as examples.
