make a rune page while in draft
why cant we make a rune page while in draft mode waiting for others to pick and ban? we can do it with masteries why not runes too?

Do you buy additional Mastery pages? Or do you get them for free?
You buy additional Rune pages, making it so you can edit them is a slap on the face to those players who have already bought them, and a bad business decision for Riot. After all, if you're spending all your IP on Runes and Rune Pages, then when you absolutely "need" that one champion you'll pay for them with RP.
