Banned because of lane calling?

I've been looking at tribunal cases and quite a few of them have people complaining about people going to the lane they called, two mids for example.

I can see someone getting banned for being a toxic player. But why are people getting banned for going to a lane they didn't call first? Ranked is different because there is a pick order that you have to follow. But in blind mode it's a free for all.

If Riot wants to ban people for that shouldn't they make a rule about lanes being called so that they have something to ban them with instead of "trolling" just because someone else with a better computer loaded in faster and called it first?

PLAY - NORMAL - 5v5 - BLIND/DRAFT - (then pick your preferred lane) TOP BOT etc - SEARCH. Then you get paired up with people that don't want the same lane as you and reduce toxicity.

I know that idea is floating around somewhere but I can't find it. If there's any red posts about it could someone link it here?

Riot already made a ruling that pick order beats call order ( http://forums.na.leagueoflegends.com/board/showthread.php?p=37793023#post37793023 )

Therefore the second person to pick something like mid is infact in the wrong as regardless of if they called it its first come first served in accordance with the riot ruling :)

Communication is fine but its obvious that people who lose matches don't intend to do the two mid strat and anyone with a brain would know that apcs in the same lane don't mix. Adcs can with any other half class [assassin/utility mage/brusier]

I thought of this also, this would be a great thing to add into game, and result in a better ranked experience! I do think this will be added into the game in S4 :D.
