Reporting a Toxic Player in Champ Select?

I know you can't report people until after the game is over, but what do we do if someone is toxic in champion select? There was this guy talking all sort of crap saying that he's been playing with trash teams and losing every game because of it and he started saying we were going to lose to because he were all trash. Then he autolocked Jungle even though he was under my duo partner who was going to choose jungle and said that he wasn't going to gank for anyone and he was going to afk farm.

Before I could copy/paste the convo, my duo partner dropped que, but I was just wondering is there a way that we can still report this guy? And if not, what do we do in instances like that? Are we supposed to submit a request to support since we can't actually report them until after the game?

I feel like we should have some kind of reporting system for before the game starts...because if we were to play with that guy just to report him after the game...I don't think losing lp for that is really worth it...on the same note, I don't think people like him should be allowed to continue queing up with people and ruining the experience for other players.

What can be done? If anything?
