Is Ryze squishy

I've heard is squishy, but I've also heard he is op so I was thinking about getting him. I'm not a big fan of squishy champions so I want to know if it's true. So is Ryze squishy?

he can build something like

item 3040 item 3027 item 3110 item 3111 item 3157 item 3089

have all kinds of defensive stats, a massive mana pool (making his damage go way up) have 2 shields (one active,one passive) he may not be long range or have tons of aoe but he is hard to take down, very fast, and he blows people up het catches in his snare

Yeah, he's very squishy, but a good Ryze will burst you 100-0 before you can do shit about it.
