Read the patch notes. They come out LATER. New content never appears right away following the patch. We will probably see the skins tomorrow or Friday as the Bloodmoon mode is set to start on Friday, as for the Practice tool it will be a bit
Practice Tool will be rolling out region-by-region on the updated client later during patch 7.3!
The skins will probably come out on Friday when we can play the new game mode.
