Im curious if/when the tribunal will be coming back. Its been gone for a long time and it seems like riot has given up on it. I know they are/were working on it; just nothing has happened for months.
If anyone has any idea whats going on beyond: "its being worked on" that would be great.

It ain't gone forever. It's just taking Riot awhile to say something; but they generally take ages to say a lot about many things so I wouldn't worry about it too much.
There's also probably just a lot of disorganization at the moment; trying to make sure all the playoffs/qualifiers events + streams happen appropriately and worlds is ready to go; crunching data and shit to make sure no game-breaking bugs and whatnot are in the patch that will be used during worlds.
Probably won't get much news about much else other than e-sports and/or worlds related things for a while.
Tribunal is down atm simply because it was outdated. It's being updated to reward good players as well as punish bad ones, handle bans and other punishments faster, and other stuff. It'll be back eventually, hopefully with preseason though the current "automated" system is doing a pretty good job in the interim.
