Allow creation of a blank level 30 account on foreign servers if you already have a level 30

Hello,

I travel frequently for work and it is unfeasible and silly for me to transfer my account whenever I go places.

I also like to play in other regions near my own because I have friends there.

I don't think it is fair on low-ranked players for me to level a smurf through their games and ruin things just so I can play ranked in their region, and I don't want to buy bot-levelled unranked level 30 accounts because that would be against the summoner's code.

Please allow Level 30 players to create blank level 30 accounts with all their runes/IP (but not RP/champs although it would be awesome if they could).

This would mostly kill the unranked account industry overnight and make ARAM playable sub-30 again.

If I head to NA or EU one day, I'd appreciate this chance.

End of the day, Riot's a company, they gotta make money and please their customers. If it costed, let's say, $10 of RP for a fresh level 30 account, I'm sure I'd buy it.

Alternatively, it could be like $25 and come with a bunch of random champion tokens in hextech crafting, allowing for some random champions to be unlocked.

Still a good idea :)
