Riot should bring back 400RP on new account

I think that riot should bring back those 400RP. most of players waste it on a master yi skin, but the smarter ones buy an XP boost. this 400RP provides great help when it comes to maxing an account. A free 3days boost for 400rp basically allows you to reach lvl30 within a week. Or maybe riot could replace the 4wins ip boost on verify into a 4wins XP boost. Just my tought
