Do you receive anything or does a notice go out saying "(Person's Name) Has hit level 30!" Anything or is it just 1 new rune, and mastery slot. nothing big?

Yeah, nothing big happens. You just have the Rune and Masteries slots completed.

That sucks, you would think there would be something special for someone reaching max level. :/
