All you had to do to receive this was to connect to FB on your league account and add the recommended friends?

You didn't even have to add anyone, just connect it.
It will take time for them to distribute all the rewards. If you were eligible (connected for all of the 28th and not banned/restricted at all this year) then just be patient.
