Surrender at 15:00 , Summoner's Rift ?

I'd really like to see Riot enable surrender at 15:00 at Summoner's Rift . Sometimes , those games in which you have a troll , afk , or get totally destroyed by opposing team , it can be clear at 10th minute or so that you will almost certainly lose . We've all had those games , and those 5-10 minutes seemed like unnecessary , frustrating , time-draining torture . It would be great if we wouldn't waste time and energy in such a infamous way , and could just surrender it at 15:00 . I assume that main reason why surrender is unavailable before 20:00 is the fact that people could just give up because of few early kills and press surrender at 10 minutes or so because there is 6/0 in the enemy team , who is building full AD and can be nuked easily with proper counterplay. Taking that in consideration , maybe it's not the best idea to put surrender available at 10:00 , but 15:00 seems just fine to assume that there are very low chances of you winning the game .
