Actually its not gone, there's just a long withstanding bug that stops them from delivering it automatically; but, If you send in a support ticket they will give it to you.
Send an email to riot via the customer support. I did it recently and they gave it to me. Fast response too it took them less than 2-3 hours.

I can confirm the ticket works. There is a bug that's been there for a while now so you can't get it. Just send in a ticket and explain. I got an automated response within 10 mins.
submit a ticket and you still will get it. Is just not automatic anymore
There was a site that was up for a while that enabled you to get it but i can't find it anymore
