Is Noxus actually a bad city ? , or is it just a normal city like demacia - Piltover - Bandle cirty ? , Exemple : can like a yordle just visit and stuff like a tourist ? Or will they just kill the yordle ? , are they just killing everything ? like the city of EEEEVVIIIIL ?.

Noxus is tough but not evil.
Veigars lore says that he was a Yordle trader dealing with Noxus. He didn't seem to have to fear the city on principle. He only went to prison because he got involved in some shady deals with some Noxus traders and got screwed over.
From my understanding, noxus and demacia aren't opposites per se as far as morals go. Demacia is a military state, run and operated by the army under Jarvan's reign, which in and of itself is kinda terrifying but at the same time not. Noxus would be a scary place because it's an "anything goes" kind of place, but at the same time I would imagine it's peaceful if you keep your business to yourself. Bad things happen in noxus, but I don't think it's a "bad place."
The safest city in the lore is probably bandle city or piltover.
I wouldn't call Noxus evil, just as I wouldn't call Demacia good. Noxus does support a fair amount of what we would call cruelty, but to them it is normal, every day life. It's survival of the fittest personified as a culture, and no one considers survival of the fittest to be an evil concept. Uncaring sure, but not evil.
