I have a friend who is in another country who i have been talking to them about them joining League. If they do would they be able to play on the NA servers? (they are stationed in Turkey to be specific) And if so do they just have to create an account for North America?
NA doesn't have account creation restrictions like Korea or anything. The only issues would lie with ISP rules from Turkey, which those are generally easily circumvented with IP changers (this is only assuming Turkey restricts access). Just have him make an account and see.
His latency will probably suck, though, so he should ping the NA server to see what kind of connection he'll have (there is a TR server if he wants to play without you).
