I have a friend who is in another country who i have been talking to them about them joining League. If they do would they be able to play on the NA servers? (they are stationed in Turkey to be specific) And if so do they just have to create an account for North America?
Deep Terror Nami1 votesNA doesn't have account creation restrictions like Korea or anything. The only issues would lie with ISP rules from Turkey, which those are generally easily circumvented with IP changers (this is only assuming Turkey restricts access). Just have him make an account and see.
His latency will probably suck, though, so he should ping the NA server to see what kind of connection he'll have (there is a TR server if he wants to play without you).

Deep Terror Nami1 votesFor the best ping he'd want to play on their server. Someone experienced with League could play fine no matter what the language is, but it'd be tough for him, though possible. There are probably other english servers closer than NA, but idk which would be closest (for the best ping).

Open Run or Command Prompt, type in the following and press enter;
ping 104.160.131.1
It'll ping Riot's NA server and tell him what he should be getting in game.
SephirothSG made a great batch file over here for testing ping to NA, OCE, and the EU servers all at once. It's just pinging like I showed above but does each of those servers at once (only Riot's NA server responds to pings, so the others are just servers close to Riot's).
Just have him right click and save this batch file (he can open it to look at the contents) and run it and it'll tell him where he'll get the best ping from those.
