wh punished for "busy server"

I got dc'd from riot for the first time in months... I said.. eh ok tried to log back in and it told me "SERVER IS BUSY".... couldn't log back in for 20 minutes and then was put in low que for afk... I shouldn't be punished for your shity server being busy. recind your low que punishment
