Can we lower the time it takes to surrender in URF?

Please, just PLEASE can we get to surrender earlier in game modes like URF? When Veigar has 655 AP at 12 minutes into the game, and the only person who can kill him is dying all the time, it's pretty obvious we're gonna lose. And we did, because Lux and Veigar got fed and impossible to deal with, and Malphite literally one shot everyone with his ult.

There are games that clearly snowballed, and with the new random selection it is entirely possible to get drafted an inferior team from the start. Is it possible to lower the time to surrender to about 15 minutes at the latest? I know some people believe in the comeback, so it shouldn't be too low, but we also shouldn't ignore the people who aren't having any fun either.
