First off, is putting someone on my ignore list the same as putting them on my block list? Second if someone is on my ignore or block list will I ever get them in a game again? Because what I've been doing is every time I get a troll in ranked games I just put them on my ignore list. Was wondering if this is a way to prevent me from ever having them on my team again?

There is no functioning way to prevent yourself from being matched with other players again. This is a competitve game with an EXTREMELY small player pool at high levels. Such a function would be highly abusable.
While it technically wouldn't matter in normals, it functions only to mute someone.
Ignore/block are the same thing. Whether done in game/post game/shop screen.
The day we get to blacklist people is the day everyone takes 1000000 minutes to queue... Especially the toxic ones...
