Pre-Order Feature

I think Riot should release price of the new upcoming skins/champions/icons/ward/etc. and the legacy skins coming back, andhave a feature in the store where you can Pre-Order them so that as soon as they come out you own it, you pay the rp for the Pre-Order, before it's released, and it notifies you when your purchase has been given. I guess this works for people who can't be online 24/7 and wanted the skin asap. The only problem is, would this just be for new releases or any skins that become available (legacy)?

Because if this was for the new skins, wouldn't they just wait it out anyways until the price gets reduced to buy it?
