Why are runes so pricey??

I've been playing for at least a year and a half, but I still don't have all champs, but runes just hinder you by about 30,000 ip a page :/ Why are they so pricey, I mean, you can't get them with RP etc. They just feel like they take FOREVER to get :/

Um, last time I checked, it's about 10,000 maximum a page.
