Can anyone purchase a champion??

I cant get a champion that i want for IP its saying not yet implemented...im guessing cant get it with the new client but when i try to go to my old league its opening up the new client...anyone else having same issue??

I saw someone else having purchase issues with getting RP earlier today, maybe there's some issue with the purchasing system right now.
