Rerolling champion shards
It feels like rerolling a champion shard has a higher chance to give you the least expensive champions. Same with rerolling skin shards. [zombie-nunu-tears] Which, if it is programmed that way, is really scummy, Riot.

lol i rerolled ashe, garen and chogath and got zed, also rerolled other champs and got galio
maybe you are just unlucky
every time i reroll shards i just get the 7800 champ... might have something to do with owning all the champs though
