I mean you will be able to. You just need to use the voice changer program. While it only changes the voice it's still a grey area on riot side since you are manipulating the files.

I currently have it in Korean because they just sound much more "in to it". But I will say the Japanese voices are pretty cool too. Haven't heard too much, but Teemo, Taric, Wukong alone would make it change it. Like I'm not sure about the US voices but to be they just sound dull and boring like typical voice actors reading off a script. Whereas basically all other voices seem like they get into character. Hell even before the Korean voices I had the Czech because they sound pretty cool!
