riot , i have saggestion when achived rank/level 7 on masteries on champion

riot could we have limited champion skin for every champion and can only unlock when we achived level/rank7 on that champ.? plz..and thank you.. guys put comment "yes plz rito".. if you think this is awesome idea.. and riot might think about adding cool skin on your favorite champ..
