the ranked system

So i know that there are a lot of things in the way it works that i don't know, which i do find aggravating but none the less not my decision. What i do know is that you are placed with people who have similar mmr's instead of simply putting putting them with their ranks, and i know that it is because there was abuse in the system of people purposely dropping their rank to play with lower tier players. That being said, while it hasn't started happening yet, I'm sure it will very soon in season 4, it is terribly annoying to be playing as a bronze player matched up with silver players. Why can riot not just man up drop the tier floors, keep every body playing in the rank they belong, and permaban the trolls and people that abuse the system. If you never do anything about it, it just gets worse. While some may say thats the tribunals job to do punishment, then why do we still have trolls, punishment needs to be more sever. A one day time ban won't particularly curb a trolls appetite, but loosing the account he spent 2 months to get to ranked sure would. Basically what i am asking, is can we please please please just do things right, or is it too much work?
