Tribunal issue

For a long time I've been trying to review cases, but it keeps saying

"The Tribunal is currently building more cases. Please return later to vote on summoner case files. "

Originally I read that there was a rework in progress about some aspect of the tribunal, so I thought that's why I'm consistently getting this message. However this is several months later and I'm still getting the message. Now either the tribunal is down and no trolls are getting their cases reviewed, or what I believe to be the case: I can't access case reviewing for some reason while it's open to others. Any ideas why?
