Nocturne. Is there a champion that needs a rework more?

Last couple times I played him, his kit seemed really, really stale. I've never felt so transparently disappointed with a champ as i felt with him. Maybe the community thinks differently? I don't know the numbers. Just my experience. He's way too mana hungry, that much is a fact that's undisputable.
