She doesn't even have to snowball from what I've seen. I see her pretty often on Howling Abyss, where people stay pretty even in levels, and she's easily one of the best champions on the map. Crazy utility and crazy damage. The only thing she really lacks is mobility, but if she had that she would be the best champion in the game period. Her massive range and CC makes up for that anyway.
