Does anyone else thing that there should be a system that can convert unwanted ip into riot points? Just a thought as I don't really have a lot of cash to spend on this game.

No. There are many old accounts with hundreds of thousands of IP. Any exchange rate that would prevent them from taking massive chunks out of Riot's revenue would make such an exchange useless for most people anyway. Also, it would encourage botters to farm IP.
