Yes, you get the Victorious skin, icon for that queue, and queue specific border for whatever Ranked mode you reach Gold+ in. Ranked is Ranked. They also said there would be unique reward(s) for reaching Gold+ in both Flex and Solo/Duo.

if i reach gold in solo and silver in flex which boreder do i get ?

From what i understood from other posts, you would get the Gold border and a Silver flair. But if you get this which is quite impressive and you get honor level 3/4, you will have 2 flairs, a unique victorious skin, and the border. If you reach silver in Flex, it will only show it in Flex queues. The Gold rank in solo would show in both Normal 5 vs 5, Aram and Custom matches.
