You're literally answering your own question. They're asking you to download stuff. do you know WHAT it is they're asking you to download? malware, viruses, possibly keyloggers that will keylog the crap out of sensible information, including your league account that they will later use for themselves to advertise that free rp scam on boards and then get your account banned, or sell your account to someone else.
seriously don't put your computer or sensible information at risk just because you want some free skin on an online game. if something sounds too good to be true, chances are it almost always is.
Most (if not all) of those 'codes' don't exist. They're behind either malware downloads, or info miners. If they ask for username and password, thats an immediate red flag, but also a lot of survey systems are aimed at stealing credit card or ID info. My advice: avoid surveys, dont fall for any phishing. On the other hand, if you're watching a stream or get a skin/rp code from some other place theres no harm in entering it, even if it is fake.
