Well I just got my email of them basically telling me what I knew they were going to say. I refuse to play these little games riot has going on with fking people over because they have the worst online community. I still wish to play but normals are no fun for me i get all my enjoyment out of ranked so seeing im blocked from my fun fk league ill just stop playing. They refuse to lift this BS restriction they gave me for no reason so my question today is how long will a 35 restriction take to decay?

As far as I know they don't ever decay on their own, you have to play them out. I don't know why they would, if they wanted you not to play they would just ban you. The whole point is that you actually have to experience the punishment not just take a break.

It takes approximately 50-75 Normal Draft matches for a Ranked Restriction of that size to decay.
