Leaver and Flamers solution (Idea)

First of all Im sorry for my english its noy my first language

We all have that game when you are doing great having fun and suddenly woops an afk. What do we do? We lose. Weeee. No. My idea is that if someone goes afk (And if its Ranked) he will lose lp. The other 9 players will continue playing but they wont lose lp even the defeated players. The players will have the game in their history and they will win the ip (or xp O_O) but only the leaver(s) will lose lp.

And now for flamers and trollers. Again we aaall have that game where one guy is trolling or flaming the living teemo out of your pure soul for your first death. Well maybe when the game ends and you are in the loby you will have to wait 10 seconds before you can leave. (So you can say gg or check scores or as for the example here report) Lets say IlovePotaoes69 was flaming the team the whole game so i click on report for verbal abuse and i write what was he doing. Then on the other 8 players (without the reported one) a window pops up saying "SmokeTeemos have reported IlovePotatoes69 for verbal abuse. Reason: Player have been flaming and suking lemons all game. Do you agee? [Yes] [No]" If more than the half people agree with the report the report is being send to Rito for punishment. For evil sour Teemosh punishment. If not then meh gg. And if the people agee the reported player will getg a message that he have been reported for "insert reason here" and he gets sad and cries in the corner.
