(Not a post for people to talk about how much they hate him)
I think the only thing the new skin(s) needs is an added effect to his voice much like the astronaut Teemo skin, but make it similar to reaper Sorakas added effect to the voice. I think it would fit very well and could maybe make the skin worth 1850 instead or whatever the next slight step up from 1350 would be. This effect would probably work very well on all three skins. Thoughts?

1820 skins would mean giving him a totally new VO script, which is absolutely not in the scope for this particular skin. You're correct that 1350 RP skins sometimes have new processing on their voices, but this isn't something Little Devil Teemo will have.
Adding processing to a skin means hand editing each line, as opposed to just sticking a filter on the skin. Due to the timeline of the skin needing to ship (we want to make sure these skins are out by Halloween this year! ;]), this isn't something that's feasible at this point in development.
For a bit more context here - when we make changes, it means testing a good chunk of the skin again, which can take a bit of time! When we make a new skin, we're also testing every other skin a champion has (and Teemo has a ton of skins!). We do this because we want to make sure a new skin didn't break any of the older skins. This can happen, and has in the past! Most recently, the Battle Bunny Riven chromas broke the Q sound on BB Riven (and its chromas).
We are always open to feedback, and more minor changes are things we can accommodate, so I don't want you to feel like we always say no, or that your feedback isn't being heard, because it certainly is! ^-^

Particle theft is also real - for example, if you have two Teemos in game and one is base and the other is Little Devil Teemo, depending on who loaded in first, base Teemo may steal Little Devil Teemo's particles. Luckily, this rarely happens on live - but I've seen it happen with Jhin (it's now fixed). It's a wicked weird edge case, but man, I've seen some weird particle stuff happen. :P

Aww man I & many others where hopping it would be a Ultimate or legendary skin. Sadly I do agree with others.. the skin does feel like its missing something.. it feels pretty underwhelming. I know you guys want to release by Halloween this year but we truly are willing to wait for it.

It may have been due to using a placeholder sound in development, and it wasn't hooked up properly when we were putting in final sounds. The other option here is audio theft (which is more rare, but can also happen...)
patmax173 votesHi Katie! I think the laugh you can hear in the recall is very distinctive for this skin (really, his recall is so f*in creepy!), would it be possible to hear it more often? Eg, bind it with /l, or play it if someone steps on a shroom (kinda like Veigar's ult)

I got a nice idea to when you get a kill he does that laugh or & face but it only last for a few moments.. it triggers when he gets a kill.
That or something when he come out of stealth he does that creepy face & laugh. dunno. We Want to put fear on our enemy's!

Rise "Little Devil Teemo" in tier and add custom VO -or- update skin with processed default VO.
This skin should be smth special because it comes from community and is a special image for players. Note number of posts from different players regarding custom VO. And not only on these boards. Youtube channels, s@20.
Riotmoonstones3 votesAside from champion update, we generally don't alter skins once they go live (unless there's a gameplay issue). We don't like modifying content that players have purchased because they likely purchased the skin for what was in it from the get go.
I do understand that VO has potential to be wicked cool, but for new VO, we'd need to hire a voice actor, and that's not something that's within scope for this particular skin, as any type of new VO can take several months to record, edit, implement and test.

What about re-releasing skin later upped in Tier and for those who own it - give possibility to upgrade in tier. Technically it would be 2 different skins with same name and visuals but different in VO. First skin would be unavailable in shop. Much like Championship Riven.
This feature is highly demanded by players judging by threads on boards and comments on s@20 and Youtube SkinSpotlights channel.

Regarding what I meant under upgrade/re-release. There will be two skins: early (with default VO) and updated (with custom VO) with same name and VFX. They won't be available for purchase at the same time - early only now, updated only later. When updated comes out: -People that don't own early skin can buy updated for full price 1820RP (no option to buy early one). -People that possess early skin can buy updated for 470RP (1820RP - 1350RP). When they buy new one - old is removed from their possession and updated added. For player it looks like upgrade but in reality he gets "different" skin.
I don't know how this can be solved technically (don't think it's a problem though) and with accounting but it's an option of how to make skin "upgrade".
