Explain this MMR stuff to me

This has probably been talked about a lot before but I looked (lazily) and didn't find anything. Basically I'm a plat player but my MMR is that of silver and I have no idea why it doesn't budge or why it doesn't adjust itself to reflect my division. Its discouraging for people to play and then get shoved back into silver. Any information on this?
