Wondering if Riot ever stated why it doesn't do this. I'm sure its because he'll be OP from it but is there any numbers someone can throw at me?

Well he does a poor job of that. Most ADC's get a load of AS making his passive near useless. It seems lore like a counter to ampped AA attacks like Nasus Q then a complete ADC counter.

He's designed to assassinate ADCs. He does actually a really good job of that if used right, but his kit is just not in a terribly good place right now so he's kind of feast or famine.
